LIFE is the best financial instrument for the development and application of the environmental politic in the Union European, searching

innovation solutions to important environmental problems getting concrete results.   LIFE-Environment funded pilot and demonstration of

innovative nature aimed at improving environmental actions. The demonstration character of these projects is particularly significant, running

projects on a technical scale to assess its feasibility

 

The objective that needs a demonstration Project of LIFE-Environmental are these:

1.The integration of environmental concerns into development and land use management, including urban and coastal zone.

2.The promotion sustainable management of surface and groundwater.

3.Minimize the environmental impact of economic activities.

4.Prevention, recycling and the efficient and effective management of waste streams.

5.Reduction on the environmental impact of products.

 

 

PROCESS SCHEDULE

1.The Operations of decontamination of vehicles at the end of its useful life shall comply with the provisions of Annex III, so that it favours the reuse and recycling, in that order. The deadline for completion of these operations, from the date that the authorized treatment centre receipt the vehicle in performing decontamination, shall not exceed thirty days.

 

2.The storage of the extracted components of the vehicle shall be in a differentiated manner, avoiding damage to those containing fluids or reusable. In any case, it is held in storage facilities that meet the technical requirements set out in Annex I.

 

3.In subsequent decontamination operations carried out or not in the same treatment centre, proceed by separating the parts and components that can be reused which may require recycling, first marketed in accordance with the regulations on industrial safety. The equipment shall meet the technical requirements set out in Annex I.

 

4.Public Administrations shall promote the adoption of systems of verification and certification of environmental management activities of the vehicles at the end of its useful life.

 

5.About the activities after the decontamination of vehicles at the end of its useful life valuation they shall apply relevant legal regime established by the Waste Act, based on the nature of operations and the danger of components that constitute the object of the management.

 

REGULATION

EUROPEAN

- Directive 2000/53 / EC of the European Parliament and of the Council on 18 September 2000, about the vehicles at the end of its useful life, aims to reduce the impact of vehicles on the environment, not only by setting out rules for environmental end of its useful life, but also preventive measures to be taken into consideration from the design phase of its proper management and manufacturing. All these measures should be implemented to ensure the principles of free competition.

 

 

STATE

- Royal Decree 1383/2002 of 20 December incorporate the directive into domestic, under the provisions of Articles 1 and 7 of Law 10/1998 of 21 April on Waste . Recycling and assessment of the various elements set out in this Royal Decree preventive measures from the conception phase of the vehicle, aimed at reducing and limiting the use of hazardous substances in its manufacturing as well as to facilitate the reuse , reduce environmental condition caused by vehicles.

 

AUTONOMOUS

Decree 217/1999, of July 27, about the management of vehicles out of use in Catalonia

18/12/2001 Order of the Junta de Castilla La Mancha regarding vehicles out of the use facilities at the end of its useful life.

oThe person who is beneficiated is the Project partner who is the responsible in front of the European commission, LIFE project development and distributed between the project partners, the grant of LIFE according to the amounts justified by each project partner.

 

oThe partners of the Project are individual or legal entities accepted by the other Members and the Commission, which contribute to the development and implementation of the Life project. His contribution does not have to be cash only , and can justify their contribution through working hours, services, studies , facilities ... The beneficiary of the grant of LIFE is NAMAINSA plc.

Description of the activity that will develop the new partners:

 

- ECOAUTO CÁDIZ BAHÍA, S.L. is the company where the decontamination is going to be performed doing studies and experience, so where part of the operation of the pilot plant will be made.

- CHATARRAS IRUÑA S.A., is the company responsible of performs fragmentation testing vehicle was previously decontaminated at its facilities in Pamplona. It will perform comparative analyzes with the Cadiz plant and propose previous proposals disassembly.. 

 

LOCATION

After studying different locations in Spain, it was decided to locate the Project in Navarra. some of the different evidence were conducted in different facilities of Pamplona (Navarra) and others in the bay of Cadiz (Cadiz).
